Recto calls for Senate inquiry into proliferation of ‘deepfakes’
Posted by Jack Goode / December 30th, 2019 / No responsesMANILA, Philippines — Senate President Pro Tempore Ralph Recto is seeking a Senate inquiry into the proliferation of so-called “deepfakes” or fabricated video or audio materials online.
In a statement on Saturday, Recto filed Senate Resolution No. 188 which aims to investigate artificial intelligence-synthesized audiovisual materials or deepfakes to strengthen government mechanisms to implement Cybercrime and Data Privacy Laws, “safeguarding the privacy, information and identity of all Filipinos.”
Under the resolution, Recto said spreading “fabricated audios and videos have far-reaching consequences” on privacy, personal information, media literacy, political institutions, criminal justice and law enforcement.
Recto also cited that deepfakes can damage reputations if a lover can create “revenge porn.”
The senator added that deepfakes, which can create malicious content, may be viewed as real by the “gullible public” due to its high-quality videos.
In the United States Malicious Deep Fake Prohibition Act was proposed to respond to threats caused by deepfakes, Recto said.
